Audit: Sheriff implemented 4 of 9 fixes to Metro, Metrolink billing

The Sheriff's Department bills Metro and Metrolink for transit policing, and auditors found it has fully fixed four of nine problems in how it writes contracts and collects payment. The Auditor-Controller reported five remain partially implemented, with the department planning completion by January 31, 2027.
